Von Fakten und Vorsicht. Open Source Intelligence für die Friedensförderung.

Seit 2022 setzt sich die Arbeitsgemeinschaft Frieden und Entwicklung (FriEnt) mit der Nutzung von Open Source Intelligence (OSINT) in der Friedensförderung auseinander. Mit der vorliegenden Veröffentlichung möchte FriEnt ihre wesentlichen Erkenntnisse teilen.

Das FriEnt-Digitalisierungsteam führte zwischen November 2022 und Mai 2023 zahlreiche ausführliche, jedoch vertrauliche Gespräche mit Expert*innen, um die Möglichkeiten und Grenzen von OSINT für die Friedensförderung zu explorieren. Diese Expert*innen kamen aus der Friedensforschung, der humanitären Hilfe, aus Menschenrechtsorganisationen, der Entwicklungszusammenarbeit und der Zivilen Konfliktbearbeitung. Andere hatten viele Jahre in Wahrheitskommissionen oder mit dem internationalen Strafgerichtshof gearbeitet. Außerdem wurden Perspektiven von Journalist*innen und Politiker*innen einbezogen. Alle Expert*innen teilten mit FriEnt ihre Erfahrungen und diskutierten ihre Einschätzungen mit Blick auf eine intensivierte Nutzung von OSINT in der Friedensförderung.

From Ambition to Inaction: Climate Talks Struggle to Deliver Implementation

The intersessional climate negotiations (SB64) in Bonn concluded with sobering results. Climate justice was a central theme in many discussions and rounds of negotiations, but issues surrounding climate finance prevented an agreement from being reached. Negotiations on the global adaptation target, for example, must start again from scratch. The nexus of climate, peace and security was largely overlooked in the negotiations, as well as in the action agenda presented by the Turkish COP31 Presidency.
