Im Juli 2021 veröffentlichte die Konrad Adenauer Stiftung in ihrer Rubrik Auslandsinformationen Mathias Kamps neusten Artikel über das Engagement autoritärer Geberstaaten in Afrika. Der Artikel thematisiert die zukünftigen Rolle des afrikanischen Kontinents in einer sich stetig ändernden geopolitischen Weltlage.

Im „New Scramble for Africa“ – also im neuen Ringen um den Kontinent geht es, laut Mathias Kamp, um mehr als den Wettbewerb wirtschaftlicher Interessen und den Zugang zu den Rohstoffen und Märkten des afrikanischen Kontinents.

Wo bisher westlichen Geber die Entwicklungshilfe als Anreiz und Druckmittel für Reformen und Förderung westlicher Werte vermarkteten, treten nun zunehmend Akteure mit Regional- und Großmachtansprüchen auf. Autoritär geführten Staaten, die fundamental andere Werte vertreten, vor allem China, Russland und die Türkei, fordern somit das Engagement der westlichen Akteure in Afrika in mehrfacher Sicht heraus.

Mathias Kamp beschäftigt sich in seinem Artikel mit der Frage inwiefern das Engagement der Geber in Afrika damit zum Austragungsvehikel einer neuen Systemkonkurrenz wird.
