COP30 offers an opportunity to better link climate action with peace and security. This policy brief outlines how conflict-sensitive approaches to mitigation, adaptation as well as loss and damage can promote peace and resilience. It sets out key recommendations for the upcoming COP negotiations.

As the world prepares for COP30, the links between climate change and conflict are becoming increasingly evident. A survey conducted by World Vision across diverse contexts – including Papua New Guinea, the DRC, and Iraq – found that 86% of respondents view climate change as a serious concern, with 60% reporting that it has contributed to increased tensions or conflict in their communities.

The Intergovernmental Panel on Climate Change (IPCC) supports these findings, noting that climate change can exacerbate existing vulnerabilities by increasing pressure on natural resources and straining governance systems. Fragile and conflict-affected countries are among the most vulnerable, yet they receive only a fraction of the climate finance needed.
